Dragan Milić, Attorney at law and Founder
Attorney-at-law Dragan Milić was born in 1980. After graduating from the Faculty of Law, University of Belgrade, he completed his traineeship at the First Municipal (now First Basic) Court in Belgrade and passed the Bar Exam. He has been a member of the Belgrade Bar Association since 2006.
At the beginning of his career, he practised in various fields of law, drawing on the knowledge and experience gained during his traineeship. He later focused on, and specialised in, the areas of law that had always been of particular interest to him: copyright, media, internet and intellectual property law.
Since 2011, he has been on the list of arbitrators, now experts, of the Commission for Resolving Disputes Related to the Registration of National Internet Domain Names at the Chamber of Commerce and Industry of Serbia, where he takes part, as chair or member of panels, in deciding on requests for the transfer or termination of .rs domain name registrations. Since June 2026, he has also been a member of the Commission’s Presidency.
He provides legal advice and representation to companies and individuals, in particular in copyright and industrial property, media, internet and IT law, including personal data protection and advice on GDPR implementation for domestic and foreign companies.
Drawing on many years of experience with the legal aspects of cryptocurrencies and Bitcoin, after the adoption of the Law on Digital Assets he established himself as a consultant on digital asset business and as a speaker at conferences and trainings on this type of asset.
He is engaged by companies, financial institutions, associations and educational institutions as a trainer in Data Protection Officer (DPO) training programmes. Under the EU General Data Protection Regulation (GDPR), appointing a DPO is mandatory in certain cases and recommended in others.
He is the author of the monograph Art Law (Pravo likovnih umetnosti), published by JP Službeni glasnik (Official Gazette of the Republic of Serbia) as a monograph of national importance. The book was presented in September 2022 in the atrium of the National Museum of Serbia.
He is a regular lecturer for the training company Business Perfection, in its programmes “Trainings and Courses” and “Top Conference”, for Kurs Kreator, and for the German education company Forum Media GmbH and its Serbian affiliate Forum Media d.o.o., Belgrade.
He also writes for the DOMEN RS portal, where he regularly publishes articles on information and communication technology law.
He is a columnist for the magazine Nova ekonomija and the weekly NIN.
He was engaged at the Faculty of Media and Communications, Singidunum University, as a mentor for the practical training of journalism, communications and digital arts students in copyright, media and internet law.
He is the author and editor of numerous publications, including the Copyright Guide for Online Media, published by the Association of Online Media with the support of the Ministry of Culture of the Republic of Serbia, and Trends and Case Law in Copyright in Journalism, published by NUNS. He is also the author of the Analysis of the Current Situation and Proposals for Improving the System of Collective Management and Individual Exercise of Copyright and Related Rights in the Republic of Serbia, published with the support of the OSCE Mission to Serbia and the Embassy of the Kingdom of Norway.
He has given a large number of seminars, trainings and workshops organised by various associations, educating students, journalists, editors and authors from various professions. He has written many texts in his fields of practice, many of which have been published or republished by the media and publishers.
His scientific paper “Possible Applications of Blockchain Technology in Copyright Law” was published in the prestigious annual publication of the Faculty of Law, University of Belgrade, “Intellectual Property and the Internet 2018”, and presented at the conference of the same name.
His paper “Legitimate Interest as a Legal Basis for the Processing of Personal Data” was published in 2020 in the Institute of Comparative Law’s publication “Personal Data Protection in Serbia”. It was the first text of its kind in Serbia, shedding light on the most flexible and most problematic legal basis for data processing: legitimate interest.
At the 35th meeting of the Kopaonik School of Natural Law “Slobodan Perović”, in December 2022, he presented and published a scientific paper, co-authored with Dr Dejan Đukić, on “Determining the Identity of Domain Name Registrants in Light of Applicable Personal Data Protection Regulations”.
He takes an active part in public debates, initiatives and educational projects in media, copyright and intellectual property law. Of particular note is his membership in the working group of the European Union project EVLIA (Intellectual Assets and IP Valuation). The project was established to introduce a single method for assessing and expressing the value of intellectual property rights and to set the parameters and methodology for valuing innovation, so that intangible assets can be recorded in accounts at their market value and used to obtain financing from banks and other investors.
